A negative balance can occur if you make a transaction when a retail device is offline. When the device reconnects and the transaction posts, a negative balance will appear if there are not enough funds to cover it.
Return to the location of the sale and ask them to issue a credit card refund, then process the transaction against your Govs ID Card.
