Redaction and Confidentiality Policy
This policy is established pursuant to Tennessee Code Annotated (T.C.A.) § 10-7-501 et seq. to provide clear guidance for protecting the confidentiality of and maintaining consistency in redacting personally identifiable information from public records such as Transparent Tennessee and the state phone directory. Transparent Tennessee was created to promote government transparency by allowing public access to employee information, including name, department, salary, job title, and employment status. However, certain employees may require redaction due to safety concerns or legal protections. An employee’s information may be redacted if they meet one or more exceptions under T.C.A. § 10-7-504.
Common qualifying scenarios include but are not limited to:

Employees or immediate family members serving in undercover or sensitive law enforcement roles. (Agencies should evaluate duties, work nature, and the risk of identifying undercover officers.)

Employees with a valid court-issued order of protection, restraining order, or other court documentation requiring confidentiality.

Employees with an affidavit from a rape crisis center, domestic violence shelter, or human trafficking support provider confirming the employee is a victim in need of protection.
