Hiring Pause Parameters

Austin Peay State University has very talented and dedicated employees that work hard to serve the mission of the University. In light of the financial impacts of COVID-19, the campus is considering a number of proactive, budget-conserving actions. One such action is instituting a campus-wide hiring pause effective May 29, 2020. It is our hope that by taking this measure now, we will be in a stronger position to confront future financial challenges related to COVID-19, including the target reduction of 12 percent in state appropriations. 

As detailed below, we are therefore asking that you do not initiate any new searches and review those that have already begun. The campus will be making very limited exceptions to the hiring pause, making only select, critical hires that protect against a significant business disruption and/or a significant health, safety, or compliance risk.

How does the hiring pause work?

Consistent with our budget-saving objectives, the hiring pause means that, except for the limited exclusions, no new positions may be posted and no offers may be made for existing positions or positions that are currently posted without an exception approved by the appropriate vice president. Review and approval is also required to move staff from a grant fund to another campus funding source.

How long will the hiring pause last?

The hiring pause will last until further notice. The goal of cost containment measures is to try to protect our most valuable asset which is our faculty and staff. While we have an idea about the decrease in state support, we continue to monitor closely the potential decrease in the number of student credit hours this fall compared to last fall. In addition, there will be certain financial investments the university must take to further the University’s strategic plan.

The following positions are excluded from the hiring pause:

Staff:

  • Campus Police Officers and Dispatchers
  • University Health Services staff

Students Employees:

  • All student employees are excluded from the hiring pause.

Faculty:

  • Critical faculty hires are allowed, subject to approval by the appropriate Dean and Provost.
  • Adjunct faculty as required to teach, subject to approval by the appropriate Dean and Provost.
  • Temporary Faculty agreements are subject to approval by the appropriate Dean and Provost. 

Externally Funded (Grant) Positions

  • Existing and new grant funded positions are exempt from the hiring pause.
  • Foundation (gift and endowment) funded existing and new positions are exempt from the hiring pause.
  • In any circumstance, University unrestricted funds will not be available to make up for shortages in external funding.

Can I request an exception to the hiring pause?

Yes. We recognize that there are positions critical to the University operations where a hire must be made. The hiring pause will be overseen by each senior administrator (direct reports to the President) and exceptions will be made on a case-by-case basis when it can be demonstrated that:

  • Not filling the position would result in significant business disruption and/or a significant compliance risk;
  • The role is mission-critical and/or essential to University operations; and
  • No qualified current staff is available to take on additional duties on an interim basis.

What is the process to request an exception to the hiring pause?

  • Staff and faculty positions: Send a justification to the senior administrator demonstrating that the position meets the exception criteria discussed above. Forward the approval of the senior administrator to hr@apsu.edu and Human Resources will begin the request to fill process.

  • One (1) year temporary faculty appointments: Send a justification to the Dean and Provost demonstrating that the position meets the exception criteria discussed above. Once approved follow the appropriate steps:

    • For new and returning temporary faculty, submit the Temporary Faculty Appointment form via DocuSign. Include the Provost approval e-mail in the DocuSign envelope. 

    • For temporary faculty positions that need to be advertised, forward the Provost approval to hr@apsu.edu and Human Resources will begin the request to fill process.

  • Three (3) year renewable term faculty appointments: Send a justification to the Dean and Provost demonstrating that the position meets the exception criteria discussed above. Once approved follow the appropriate steps:

    • For returning term faculty, forward the Provost approval to hr@apsu.edu

    • For term faculty positions that need to be advertised, forward the Provost approval to hr@apsu.edu and Human Resources will begin the request to fill process.

  • Temporary staff appointments: Send a justification to the senior administrator demonstrating that the position meets the exception criteria discussed above. Forward the approval and Temporary Help Pay Request form to Robert Lane (laner@apsu.edu). The form will be routed via DocuSign.
