The award is named for Charles M. Waters, a Clarksville native who taught English, literature and journalism at APSU for 37 years. An APSU alumnus, he was editor of The All State from 1946-48.

Waters served as the adviser to The All State and other student publications in addition to his duties as associate professor of English. Waters also served as the director of public relations, and he compiled and edited “The First Fifty Years of Austin Peay State University” to commemorate the 50th anniversary of the University.

Tammy Bryant, director for Student Affairs, who conceived the award, presented a plaque and copy of the book “Historic Clarksville” to Campbell at the awards ceremony. “Historic Clarksville” was co-authored by Waters and Dr. John Butler, former vice president for academic affairs at APSU.

In addition to his service at The All State, Campbell helped to launch a new chapter of the Society for Collegiate Journalists at APSU.

Currently, Campbell is employed at The Leaf-Chronicle.
