  • Unit Statement of Purpose

    The mission of the Austin Peay Center at Fort Campbell is to prepare our military and civilian students with a pre-professional focus toward the acquisition and development of the necessary skills, knowledge and abilities required for entry into and/or advancement in their academic, professional, technical or management fields of endeavor or career choices.  The Center provides academic programs at the bachelor's, associate and associate of applied science levels in several areas of study, on-site advisement for all programs, and related administrative functions for the University.

  • Unit Objectives for Fiscal Year 2002-03

    Objective 1.0 Successfully complete the Five Year Academic Program Reviews for the following programs:
    (1)Engineering Technology;
    (2)Automotive Technology;
    (3)Computer Science Technology;
    (4)Construction Technology;
    (5)Data Processing;
    (6)Electronics Technology;
    (7)Management Technology;
    (8)Police Science and Administration;
    (9)Restaurant Management;
    (10)Secretarial Procedures;  
    Objective 2.0 Develop a SACS accreditation committee for the Austin Peay Center at Fort Campbell and the School of Technology and Public Management.  
    Objective 3.0 Develop, administer and analyze a "Student Satisfaction Survey 2002."  
    Objective 4.0 Analyze and redesign the Bachelor of Professional Studies (BPS) degree by reducing the credit hour requirement for graduation to 120 hours, changing the degree to be a bachelor of science degree by meeting TBR and APSU general education core, and review all courses in the BPS core mandatory and BPS core electives for elimination of inappropriate courses and the addition of more appropriate courses.  
    Objective 5.0 Develop a bachelor of science degree in Criminal Justice.  The BSCJ degree would replace the present AAS degree in Police Science and Administration.  The new degree will meet the TBR and APSU core general education requirements and the 120 credit hour for graduation limits.  
    Objective 6.0 Develop a Master of Public Administration (MPA) degree.  This would supplement the BS in Public Management and would be a popular master's level program of study to offer graduate studies to the many graduates of the Public Management program.  
    Objective 7.0 The Executive Director of the Austin Peay Center at Fort Campbell will work with the deans of the colleges of Arts and Letters and Science and Mathematics to develop a bachelor of science in Liberal Arts.    
    Objective 8.0 Work with the College of Business to bring the Bachelor of Business Administration (BBA) degree to the Austin Peay Center at Fort Campbell.  The courses offered would be on a four year rotation schedule, and alternated between day and night courses.  
    Objective 9.0 Coordinate efforts with the dean of the College of Professional Programs and Social Sciences to bring the Education bachelor's degree to the Fort Campbell campus.  
    Objective 10.0 Remove the Data Processing concentration from the AAS Data Processing major.  The concentration has low enrollment, a very low graduation rate for the previous five years, and is apparently of low interest for students.  
    Objective 11.0 Retitle and redefine the Secretarial Procedures concentration of the AAS Data Processing major.  The concentration title and curriculum will be revised to better represent the role of the program in preparing students to manage information in the modern workplace, to meet the rapid technological changes occurring, and to better meet the job expectations of students and employers.  The redesign of the concentration will allow it to better fit the technical core of the redesigned BPS degree.  
    Objective 12.0 Because of the unique nature of the student body at Austin Peay Center at Fort Campbell, the School of Technology and Public Management must consider a large number of course equivalencies and/or course substitutions.  A list of regular course substitutions/equivalencies will be developed and distributed to all faculty and advisors.  
    Objective 13.0 Develop and distribute a four-year course rotation schedule for all courses taught at the Austin Peay Center at Fort Campbell including courses in the School of Technology and Public Management programs, general education and core courses, developmental studies courses, and courses in all other programs offered at APCFC.  The list will be made available to all faculty, advisors, Admissions and Registrar's offices, and to students to help them in long range planning of term schedules.  
    Objective 14.0 As per the Tennessee Board of Regents mandate, the AS in Liberal Arts (College of Arts and Letters)and the three AAS majors in all concentrations (School of Technology and Public Management)will be reduced to a requirement of 60 hours for graduation, and the BS degrees in Public Management and Engineering Technology will be reduced to a requirement of 120 hours for graduation.    
    Objective 15.0 All STPM programs are encouraged to develop as many courses as possible as web-based courses in order to:
    (1)  Increase recruitment through expanded student access; and
    (2)  Get all programs accepted as eArmyU programs.  
    Objective 16.0 Develop a course description and learning objectives for CT2900:  Internship.  The proposal will be submitted to the departmental and school curriculum committees and to the APSU Academic Council on the appropriate forms.  
    Objective 17.0 Replace outdated classroom equipment by purchasing ten(10) additional 25 inch TV/VCRs over the next three years.  Four (4) will be purchased during the 2002-2003 academic year, and three (3) will be purchased each of the academic years of 2003-2004 and 2004-2005.  
    Objective 18.0 Replace outdated and problem overhead projectors for classrooms by purchasing ten additional lightweight overhead projectors for transparencies over the next three years.  Four  will be purchased in the academic year 2002-2003, and three will be purchased in the academic years 2003-2004 and 2004-2005.  
    Objective 19.0 Purchase twenty (20) laptop computers and multi-media (LCD) projectors over the next four years to convert the APCFC assigned classrooms at the SSG Glenn H. English, Jr. Army Education Center to qualify as "SMART" classrooms.  All purchases will be made with TAF funds.  
    Objective 20.0 Work with the chair of the Math and Computer Science department to bring the bachelor of science in Computer Science and Information Systems to the APCFC.  
    Objective 21.0 Hire a full-time program manager with a termininal degree in Criminal Justice for the Criminal Justice/Police Science program.  This will correlate with Objective 5 above and meet the following Southern Association of Colleges and Schools (SACs) requirements:

    (A)  Standard 4.2.3:  For each major at least one full-time faculty member.
    (B)  Standard 4.8.2.2:  For baccalaureate degrees, at least 25 percent of discipline course hours in major taught by faculty member with terminal degree in area.  
    Objective 22.0 Increase monitoring and evaluation of faculty and adjunct instructor performance in the classroom for all School of Technology and Public Management departments and programs.  The evaluation process has the dual purpose of validating "Institutional Effectiveness" for SACS accreditation, as well as to develop a topic specific agenda for faculty and adjunct development and classroom performance.  
    Objective 23.0 Develop a student tracking system to record names, addresses, employment, stop-out contacts, promotions after graduation, and other forms of feedback.  This system is required by SACS.  
    Objective 24.0 Improve and expand the student advisement process by developing expanded advisement hours through cross-advisement between programs and the Liberal Arts advisors.  The Liberal Arts advisors will advise for general studies, the BBA degree, undecideds, and any other programs or degrees brough to Fort Campbell.  All advisors will be supplied with copies of articulation agreements, equivalency lists, program curricula requirements, training on the SIS system, and training on VA and Financial Aid requirements.  
    Objective 25.0 Work with the Assistant Vice President for Academic Affairs in updating the articulation agreements and 2 plus 2 agreements with regional community colleges.  The 2 plus 2 programs are especially important to Engineering Technology, Public Management and Bachelor of Professional Studies programs.  Our original goal Community Colleges will be Volunteer State, Nashville State, Columbia State, Motlow State, and Hopkinsville.  
    Objective 26.0 Departments will review hiring, promotion/retention/tenure criteria annually as required by APSU policy 5:010.    
    Objective 27.0 The three departments of Public Management, Engineering Technology and Professional Studies have two secretaries for all clerical support.  Because of budgetary restrictions, no additional clerical support can be expected to be obtained for at least the next three years.  The chairs and faculty of the departments will consult with the clerical staff and assign responsibilities and duties to maintain efficient clerical support for the three departments and the two campuses for Public Management.  
    Objective 28.0 Each of the three four-year programs and nine two-year concentrations will review adjunct faculty needs and hiring  criteria, and will recruit additional adjunct instructors to meet both current and predicted needs for the next five years.  
    Objective 29.0 Develop and implement a student orientation session before each term at the Austin Peay Center at Fort Campbell.  
    Objective 30.0 Each faculty member will be evaluated by the department chair, and each chair will be evaluated by the director during the 2002-2003 academic year.  
    Objective 31.0 All departments in the School of Technology and Public Management will conduct a faculty meeting at least one time per month.  
    Objective 32.0 Develop a Student Government Association (SGA) sub-committee for the Austin Peay Center at Fort Campbell campus.  The goal is to allow the APCFC students to have a voice in University affairs and to improve academic and support services to the APCFC students.  
    Objective 33.0 Recruitment efforts for all APCFC programs will be increased by 10% during the 2002-2003 academic year.

    Accreditation or Program review activities from 2002-03 academic year.
    Five Year Academic Program reviews were conducted for the following programs:  Engineering Technology; Automotive Technology; Computer Science Technology; Construction/Welding Technology; Data Processing; Electronics Technology; Management Technology; Police Science and Administration; Restaurant Management (Culinary Arts/Food Service); and Secretarial Procedures.  All except Data Processing were passed as meeting or exceeding all requirements.  A recommendation was made that the Data Processing Specialization did not have sufficient enrollment to justify its existence and should be eliminated.  Data Processing was removed as a specialization.
     
    New initiatives, activities or programs from the 2002-03 academic year.
    1.  The curricula of all degrees and programs were changed to meet the new Tennessee Board of Regents (TBR) requirement of no more than 60 hours for associate programs and 120 hours for bachelor programs to meet the requirements for graduation.  
    2.  The Data Processing major and the concentrations of Computer Science Technology and Secretarial Procedures were completely revamped.  The new major is called Computer Technology and Information Management, and the previous concentrations are called Computer Science and Electronics, and Administrative Managment respectively.
    3.  The Bachelor of Professional Studies was redesigned as a Bachelor of Science degree with many new courses in the mandatory and elective major core.
    4.  Courses in the Bachelor of Business Administration degree were brought to the Fort Campbell Center.
    5.  The Master of Education will be offered at the Fort Campbell Center beginning in October, 2003.
    6.  Student representation on the Austin Peay Student Government Association was begun with the election of two SGA student senators from the APCFC.
