EDUCATIONAL BACKGROUND

PhD CRIMINOLOGY. Indiana University of Pennsylvania. 1993. A residential doctoral program near Pittsburgh, PA that emphasized theory, research, and policy. Dissertation: An Empirical Examination of the Equity Component in Agnew's General Strain Theory. Comp areas of specialization and other program requirements: Etiology (root causes) of Crime, Comparative Criminal Justice Systems, Applied Research Methods, French-English Translation Skills. Dissertation involved testing various regression models of relationship inputs to outcomes (equity) as components of a larger theory about the influence of stress, hassles, and inequity on crime.

MA CRIMINAL JUSTICE. University of Illinois. 1984. Curriculum at the Springfield capitol campus in Social Justice Professions. Thesis: Efficacy of Drunk Driving Crackdowns: A Three State Comparison. Areas of specialization: Administration of Justice, Law and Jurisprudence, Forensic Science, Technology Impact Assessment.  Thesis problem project involved analysis of public opinion regarding the effectiveness of shame-based tactics in a war on crime.

BA ANTHROPOLOGY-SOCIOLOGY. Knox College. Galesburg, Illinois. 1976. An anthropology and archaeology department at a private liberal arts school. Active in Student Leadership, Army ROTC, Peace Corps Preparatory. Coursework focused on Anthropology, Archaeology, Deviance, Political Economy, Social Psychology, and Foreign Languages.

PRACTICAL AND FIELDWORK EXPERIENCE

1980-1985 Correctional Counselor – Illinois Department of Corrections, Pontiac Correctional Center, Pontiac, Illinois – held three positions during time period: uniformed correctional officer, correctional clerk, and correctional counselor. As ranking correctional clerk and department head, held position of Placement Officer and was assigned to perform gang intelligence duties and work with multilevel law enforcement on exportation problems, smuggling, laundering, and counterfeiting. Also, coordinated transfers and information management between all of state's maximum security prisons. As ranking counselor of special populations, had supervisory responsibilities for death row, psychiatric segregation, and aggressive protective custody as well as personal counseling duties with a number of convicted serial killers and terrorists.

1986-1989 Mental Health Counselor and Therapist – two employers during time period; Southeastern Illinois Counseling Center, Olney, Illinois, and Egyptian Public and Mental Health Department, Eldorado, Illinois. At Southeastern, provided forensic science services to courts, primarily with juvenile dangerousness and insanity cases. At Egyptian, held position of Chief Rehabilitation Officer supervising comprehensive treatment planning for sex offenders in a large multi-county catchment area which included all of Southern Illinois. Performed services for law enforcement such as devising jail suicide prevention programs and treatment modalities for various types of mentally disturbed offenders. Also, conducted psychological fitness tests for criminal justice employees, and was certified in psychological testing and psychometrics.

1990-present Consultant, Contractor, and Educator -- while pursuing a university career, have had occasional short-term work details with complex crime investigations, law enforcement software development, technology applications in homeland security, counterterrorism operations, enforcement of human rights under international law, and international development. Have been a consultant in computer forensics, intelligence reform, psychological profiling, and crimes against humanity. Have done fieldwork on martial law, counterterrorism, and counterinsurgency; worked on cases involving criminal extradition, economic development projects, investigated the treatment of terrorist detainees; and have civilian contracting experience with reconstruction and humanitarian operations in post-conflict zones.

SHORT BIO

    Dr. O'Connor (Tom) is a comparative criminologist known for his expertise in the theoretical aspects (etiology, jurisprudence, ethics) of his discipline as well as applied areas (forensics, profiling, investigation, intelligence, terrorism & disaster studies). His main interests involve critical issues in homeland security and terrorism.  He teaches and manages the undergraduate program in criminal justice/homeland security at Austin Peay State University where he also directs the Institute for Global Security Studies.  He is actively involved in grant writing, course development, conference presentations, and of course, teaching.  He combines over thirteen years of teaching experience with about ten years of uniformed or civilian positions within various criminal justice, military, and government agencies (e.g, corrections, policing, intelligence and defense agencies).  He is a nationally recognized subject matter expert in several areas, and occasionally takes on tasks involving international capacity-building.  He holds a Ph.D. from Indiana University of Pennsylvania, a masters from the University of Illinois, and a bachelors from Knox College.  He is the author of articles in such venues as Contemporary Criminal Justice, Varieties of Criminology, Journal of Security Administration, Journal of the Institute of Justice and International Studies, Law Enforcement Executive Forum, Encyclopedia of Counterintelligence, Encyclopedia of Social Measurement, Encyclopedia of Criminology and Deviant Behavior, and the Encyclopedia of Criminology.  He provides extensive information about a wide range of justice-related topics in the form of lecture notes at his Internet website known as MegaLinks in Criminal Justice.
