In the aftermath of 2005’s devastating hurricane
season, state and local emergency management organizations asked
Austin Peay State University’s Institute for Global Security
Studies (IGSS) and Center for Extended and Distance Education to
create a tiered professional development certificate program for
emerging leaders in the field of Emergency Management .
The Emergency Management Leadership Certificate, now
available in Middle Tennessee, is a multi-tiered program
designed to provide emerging EM leaders with the skills
necessary to excel in leadership, communication and professional
management. Students will also explore the technological aspects
of emergency management , as well as specific areas of expertise
required for the successful response to both man-made and
natural disasters.
This four-part certificate program can be completed in two
years and is intended for emerging leaders in the field of
emergency management, as well as military, fire, law enforcement
and EMS professionals, industrial security professionals and
homeland security professionals. Classes meet two
full days a month and each certificate level consists of seven
class meetings. Courses will be taught by senior emergency
management professionals as well as highly qualified trainers in
the field of professional development. Students who complete all
four levels of the program will also receive a Mastery
Certificate in Emergency Management Leadership.

Emerging Leaders -- 7
sessions, 56 hours
February 6 & 20, March 6 & 20, April 3 & 17 and May 3, 2007
Tuesdays, 8 a.m. - 5 p.m. - APSU Morgan University Center,
Clarksville, TN
Course fee: $475, Supply fee: $25.
Students will attend class two days a month for seven sessions.
Those students who successfully complete these classes will
receive the Level 1 Certificate in Emergency Management and will
be eligible to go on to the Level 2 classes. Topics will
include:
• Introduction to Professional Emergency
Management
• Developing Skills - Leadership and Influence
• Interpersonal and Organizational Communication Skills
• Civics – An Overview of State, County and Local Government and
Civil Authority

Certificate Level 2 – Intermediate Level Leadership
Professional Management Skills
Dates and location to be announced - Summer 2007
Students will attend class two days a month for an additional
seven sessions and those students who successfully complete
these four classes will receive the Level 2 Certificate in
Emergency Management and be eligible to move on to Parts 3 and
4. Topics will include:
• Problem Solving and Decision Making Skills
• Conflict Management
• Project Management
• Crisis Communication
Parts 3
and 4 of the EM Certificate
program will follow
in the fall of 2007, and will include a selection of technically
oriented, industry specific programs. These technically specific
courses are being developed with the advice and cooperation of
the Montgomery County and Region 7 Emergency Operations Centers,
TEMA, and the full span of APSU subject matter experts.
• Each part will consist of 56 hours of
instruction and will consist of two required classes and two
elective classes. Some prerequisites may apply.
• Parts 3 and 4 will require students to explore the
technological aspects of emergency management as well as the
specific areas of
expertise required for the successful response to both manmade
and natural disasters.
• Students who successfully complete these classes will receive
Level 3 and Level 4 certificates in Emergency Management
Leadership .
This is a noncredit program and the certificate
credits may be not be used toward a degree program but may be
applied as continuing education credit for professional
development. Each level is a discrete, separate unit
consisting of four elements. Successful completion requires 75%
attendance and 75% performance to learning objectives validated
by an exit exam. Austin Peay State University is accredited by
the Southern Association of Colleges and Schools.
