The first Civil Rights Act was instituted in 1866 along with subsequent acts and laws established to end harassment and discrimination.  The strides toward Equal Employment Opportunity came to a climax during the Civil Rights Movement of the 1960s when the Civil Rights Act of 1964 was instituted along with its subsequent amendments.  Title IV, Title VI, Title VII and Title IX of the Civil Rights Act (CRA) of 1964 and its amendments are only some of the operative guidelines for Equal Employment Opportunity. 

To achieve Equal Employment Opportunity there must be:

  • Procedures in place to ensure that there are no barriers to any person having the opportunity to be considered for any position for which he/she has the qualifications

  • Adequate representation of all the traditionally under-represented groups in positions at every level of employment  

  • Input from all perspectives and participation of all groups in decision making processes  

  • Environments free from discrimination and harassment.
