Minutes of Sept. 1, 2004 Meeting

Present:  Bruce Speck, Houston Davis, Gerald Beavers, Stan Groppel, Charles Pinder, Sheila Bryant, Deborah Fetch, Mike Gotcher, Gaines Hunt, Jim Diehr, Sean Hogan, Tom Buttery.

 

Stan Groppel introduced Samantha Penney as the new instructional technologist in Extended and Distance Education. .

 

1.         Sally Allen, Admissions

         Sally Allen from Admissions informed the council of the Montgomery County College night to be held Thursday, Oct. 7, 6-8 pm, in the Dunn Center.  The Educational Opportunity Center, Student Financial Aid, Admissions, and Fort Campbell will have tables set up for prospective students.  All colleges were invited to have a table of materials and representatives set up at College Night.  All Montgomery County seniors will be invited to this event.  Typically 75% of seniors will attend.  Please let Sally Allen know by Sept. 31 who will be representing each college (1-3 people). 

 

2.      Business Casual

         Dr. Speck reported that President Hoppe has noticed some have become sloppy with the business casual dress attire.  Please encourage business casual.

 

3.      New Shirts

         The University has ordered new shirts for everyone.  The shirts will be ready in about six weeks and are available at no cost to the employees, but you have to wear them.

 

4.      Buying Shirts for Employees

         It is not permissible for departments/divisions to purchase shirts from state funds.

 

5.      Sept. 29 – Deans meeting at Nashville State Technical Community College Deans Council will not be held Sept. 29. 

         Vans will be available for transportation and will depart at 8 a.m..

 

6.      I.E.T.S.

         Please encourage departments to get started on this process; the deadline is September 30.  If there are any questions, please call Houston Davis.  Houston is willing to set-up a training session if needed.

 

7.      Workshop:  Misconduct in the College Classroom

         Dr. Speck asked if the deans were interested in having a person conduct a three-hour workshop regarding misconduct in the college classroom.  Deans responded that it would be difficult to have faculty attend a three-hour workshop.  Perhaps this could be conducted during the fall  training next year.  Faculty should be made aware that APSU could be liable if a confrontation takes place and it is not investigated and reported.

 

8.      Homecoming Kickoff – Oct. 31

         The homecoming game is Nov. 6.  Please mark your calendar for the activities that deans will need to be involved in.

 

9.      Requests for E-Mail Blasts to All Faculty

         Only a few people on campus have the approval to send emails to all faculty.  Unless it is of high-level importance, Dr. Speck sends the requests to the deans council for distribution.  We need to ensure that all chairs distribute the information to their faculty.

 

10.     Summer Pay 25% Max

         Dr. Hoppe may approve up to 9 hours in the summer, anything over 9 hours must go to TBR for approval.  The deans have put into place a spreadsheet to identify summer teaching loads—departments should also monitor their faculty loads. 

 

         RODP is allowed to be above the 25% of the annual salary. 

 

         If enrollment in class taught by an adjunct exceeds the policy cap it may put a person normally scheduled for 9 hours up to 10 hours.  Ten hours violates the policy so these adjuncts have to put on a contract.  Please have department chairs monitor the enrollment in these classes.

         There was discussion regarding the pros and cons of hiring tenure-track instructors who would not advance past instructor level unless a doctorate degree is earned. 

 

         Stan Groppel will work on a proposal regarding hiring full-time instructors.

 

11.     Managing Low-Enrolled Sections

         Dr. Speck distributed a document concerning the management of low-enrolled sections.  This document has been approved and should be implemented.  Tammy will send it out again.  Deans have the authority to make the determination and chairs should have management system in place to handle these issues.

 

12.     Departments with Tenure-track Faculty at Fort Campbell (Attachment A)

         Dr. Hunt made a motion that we amend the current policy regarding reassigned time for department chairs and give all chairs at least 50% reassigned time.  Motion was seconded.    All approved.

 

13.     Article “The Dismal State of Graduate Rates” (Attachment B)

Other

 

Gerald Beavers

   -     Plagiarism is getting worse due to the web. 

   -     Individuals must complete forms on letterhead to get an Eagle card for entrance onto base.  Gerald Beavers will send form to deans.  Deans should complete and return to Mr. Beavers.

 

Stan Groppel

   -     Dr. Groppel reported that any student required to take a DSP class will be required to take a lab for at least two hours per week.  Labs will be given one hour credit (value-added lab), but will not be counted toward graduation; however, it will count toward the grade point average (same as DSP works now).  Stan will send a copy of the proposal to Deans Council.

 

Charles Pinder

   -     Announced that September 17 we will host Alabama A & M students here.  Please provide graduate programs from departments. 

 

Sheila Bryant

-          Late registration continues through Friday.  We may have a 9–10 % increase in enrollment. 

-          Sheila distributed for SFA, Facts for Lottery, this information is on the SFA web site.  The TELLS (Lottery Appeals Committee) is up and running.  If APSU committee denies, the student would have to go to TSAC.

-          FA/FN grades reminder – FN is non-attendance.

 

Tom Buttery

   -     Dr. Buttery reported two goals established this semester for the College of Professional Programs and Social Sciences.  Every faculty member should have blackboard in one course and each faculty member should have one published article every other year.  Buttery plans to set up workshops to assist faculty.   

 

Charles Pinder will be submitting a proposal to increase graduate assistantship hours.

 

Houston Davis, Gaines Hunt, Mickey Wadia will form committee to look at tenure policy.  Also look at requirements to provide uniformity within the departments (some continuity of rigor).  Scholarship, research, scholarly publications need to be discussed. 

 

Bruce Speck

   -     Dr. Speck reported that there is a search underway for a grants director.  There was some discussion regarding matching grants, grant costs, etc.
