Minutes of Oct. 27, 2004 Meeting

Present:  Bruce Speck, Gaines Hunt, Mike Gotcher, Sean Hogan, Jim Diehr, Sheila Bryant, Charles Pinder, Tom Buttery, Stan Groppel, Deborah Fetch, Gerald Beavers

1.      Budget – President Hoppe

         Dr. Hoppe addressed budget issues and the funds available for new faculty positions.  She announced a $100 per credit hour increase for adjunct instructors and extra compensation.

        

2.      Procedures for Reporting FA/FN Grades - Sheila Bryant and Donna Price

         The reporting of FA/FN grades is important to Student Financial Aid because of the reporting of funds.  APSU had a finding last year for late return of funds.  Donna Price distributed information regarding FA/FN grades.  She explained that the FA grade should be given if a student stops attending class and is no longer receiving instruction.  If the instructor submits a FA grade and the student returns to the class, the instructor should contact the Office of the Registrar.  The FN grade must be reported within the first 21 days of the term.  Absences due to military commands are exempt.  A motion was made to approve the proposed report; the motion was seconded and all approved.  A subcommittee will work on the language of the document for distribution.

 

3.      Reporting of Mid-term Grades - Sheila Bryant

         Reporting of mid-grades was not discussed.

 

4.      Classroom Priority for Departments - Sheila Bryant – Concerns of classroom priority; Office of the Registrar does not determine the priority for classrooms, that is determined by the chair and/or dean.  Sheila will send the current classroom priority list for main campus to the academic deans. The priority list needs to be revisited.  Deans should come back with recommendations on Nov. 10. 

 

5.      Property Control Policy Charles Pinder, Deborah Fetch, Mike Gotcher

         Mike Gotcher distributed proposed changes to the Property Control policy.  The proposed changes are italicized beginning on page four of the document distributed.  The deans were asked to review the document and provide feedback on Nov. 3.

 

6.      Research Report from Deans

         A report from a sub-committee consisting of Drs. Buttery, Diehr, Hunt, and Pinder was distributed. The report included recommendations for incentives to encourage faculty to apply for reassigned time. The deans had significant discussion regarding the research movement at APSU.   Dr. Speck requested that the sub-committee provide written details on each suggestion made in the report.  The extended report will be due to Deans Council on Nov. 10.

 

7.      Protocol for Recommending Changes to General Education Core – Gaines Hunt (Attachment A) A motion was made to accept the proposal.  The motion was tabled until next week, Deans Council – Nov. 3.

 

         There was discussion of the need to work with the Teacher Education Council when submitting course changes.  Mike Gotcher noted there is a committee reviewing the course proposal forms and this could possibly be added to the form.

 

8.      Protocol for Revising General Education Course Lists from TBR (Attachment B)
