Minutes of the Nov. 3, 2004 Meeting

Present:  Bruce Speck, Mike Gotcher, Gaines Hunt, Tom Buttery, Jim Diehr, Sheila Bryant, Charles Pinder, Gerald Beavers, Deborah Fetch, Sean Hogan.  Guest:  Harriett McQueen

 

1.      January Transitions – Harriett McQueen

         Dr. McQueen announced that Transitions will be held January 13.  Advisors are needed by 8:30 a.m. for the freshmen session and by 1:15 p.m. for the transfer session.  The final schedule will be emailed to the deans closer to the date.  

 

         Dr. Speck announced that the faculty are due back from the holiday break on January 3.  

 

         Mr. Beavers reminded everyone that January 3 will be Fort Campbell registration.

 

         Dr. McQueen encouraged the deans, directors of schools and department chairs to attend the Interactive Teleconference, First Year of College on Dec. 2.   The teleconference will be held in the Library Media Room 118 and lunch will be provided. 

 

2.      Transfer Credit from Non-regionally Accredited Institutions – Sheila Bryant

         Sheila distributed an “Application for Transfer of Credit from a Non-Regionally Accredited Institution of Higher Learning”.  The process will now include a regular meeting of the deans for approval.  When the course is approved one time, the approved course remains on the books.  SACS requires that a process must be in place.  A motion was made to accept the form and the change in process.  The motion was seconded and all approved.

 

3.      Protocol for Recommending Changes to General Education Core – Gaines Hunt (Attachment A)

         A motion was made to remove the motion from the table for discussion; the motion was seconded and approved.  After discussion, a motion was made to accept the Protocol for Recommending Changes to General Education Core with the recommended changes. The protocol should be transformed into a schedule; Gaines Hunt will consult Buddy Grah and include the dates.

 

4.            Proposal for Department Chair Release Time – Gaines Hunt (Attachment B)

A draft of the Proposed Changes for Instructional Responsibilities for Chairs/Directors; Policy 5:029. II.A.5 was distributed.  Dr. Speck asked Dr. Hunt to include in the report the current release time and the recommended change. 

 

Gerald Beavers noted that some Fort Campbell departments have not been included in the numbers that were used.  Gerald will follow-up with Greg Schutz regarding the clean-up of Fort Campbell FTE.  This should be brought back with corrections next week.

 

5.      Recommendations for Property Control Policy Draft

It was suggested the draft of the Property Control Policy include “off-campus”.

 

It was recommended that the Case Resolution Report form include “copy should be sent to VPFA” and “place tag number on NCIC report”.  Additional forms should be implemented to “check out equipment with time limits of use”.   A motion was made to accept these changes and Mike Gotcher will take it forward to Mitch Robinson for review.  The motion was seconded and approved.  Mike Gotcher will also discuss with Mitch Robinson the items listed on the sensitive inventory list.

 

6.      Research Report from Deans

      The research report will be due November 10.

 

Other

 

Sheila Bryant

  • Ms. Bryant will email the list of classroom priorities to the deans.  Recommendations from the deans regarding the priority list are needed.  The Registrar’s office will monitor the recommendations.  Stan Groppel will be the point of contact with the deans as sub-committee.
  • Information was distributed regarding upcoming request for Undergraduate Bulletin revisions. 
  • Reminder – Grades are due Dec. 18 at 4 p.m.

 

Deborah Fetch

  • Ms. Fetch will prepare a proposal regarding cell phone stipends for deans.  The proposal will be presented at the Nov. 10 Deans Council meeting.
  • The Library received $90,000 one-time monies for books.  Book requests will be sent to department chairs. 
  • Please help get the word out that the library resources are better than they were at one time. The Library now has 66 databases to check collections; 9,000 journals; 1,200 in paper.  Commercial web sources can be used when “web” can’t be used. 

 

Mike Gotcher

  • Dr. Gotcher will explore the possibility of proposing reimbursement of internet access for faculty teaching Online.

 

Gerald Beavers

  • The Fort Campbell Education Center will be closed for Veteran’s Day.
  • Mr. Beavers will be submitting several alternatives in response to the Army going to E-Army U, downsizing staff in Education Center, tuition assistance being handled differently, and losing building space.   

 

Charles Pinder

  • Dr. Pinder distributed a proposal to improve the Graduate Admissions Process.  Improvements are needed in the on-line application process; additional suggestions are forthcoming.
  • The flow of information from the Admissions Office, College of Graduate Studies, and departmental offices to prospective students needs improvement.  It was suggested that the graduate admission staff position be reinstated.  Dr. Pinder was advised to put forward a request for the position in the spring budget proposals (these proposals will be requested at the end of January).
  • IRB meetings will be held on Friday mornings at 8 a.m.

 

Jim Diehr

·         The proposal for a Liberal Arts major was approved at the last Academic Council meeting.

 

Mike Gotcher

·         Dr. Gotcher attended the RODP meeting for the college curriculum. Several courses from  APSU were accepted in Nursing program. The proposed education course was not approved, suggestions were made, and will be reviewed again in January.   RODP needs a representative on the MAPS committee; Carmen Reagan has been recommended as the representative.  Mike Gotcher was asked to send Dr. Hoppe an email regarding the issue of MAPS and RODP courses.  RODP recommended that APSU should submit a concentration in MAPS.  Some deans voiced their support for APSU developing the MAPS degree.  Once the degree is in place, concentrations could be numerous.  RODP needs undergraduate courses in leadership, history, economics, and psychology.

 

Bruce Speck

·         Dr. Speck reported that the TBR Academic Sub-council approved that only credit hours be transferred in, not the grade point average.  The reason is that there is not a lot of stability in grade point average.  This will complicate gpa for teacher education, nursing, medical fields, etc. 

·         Dr. Speck reported that the recruitment ad for faculty will be sent out soon.  The ad will include new, vacated, adjunct, and Online faculty positions.  $1,000 will be provided for recruitment of each faculty position, $250 will be given to advertise in discipline journals.

·         Dr. Speck announced that the faculty are due back from the holiday break on January 3.
