1.
Ad for E-instructors, Online, Adjunct - Bruce Speck (Attachment A)
The following
changes should be made to the ad: add
math, delete state-“assisted” university, and correct Dewey Browder’s email
address.
2. Temp and Adjunct Teaching-Load Credits -
Bruce Speck (Attachment B)
A motion was made to amend the document
to include the word “academic” year in the first paragraph. The motion was seconded and approved.
A motion was made to accept this
document, the motion was seconded, and the motion was approved. Dr.
Speck will take this document to the President for approval. Dr. Speck will then report back to the Deans
Council of the status of the document.
If approved by Dr. Hoppe, Human Resources will be notified of this
action.
3. Proposed
Cell Phone Policy - Deborah Fetch (Attachment
C)
Deborah Fetch
presented a proposed amendment to Policy 4:031 Cellular Telephone Stipend. A
motion was made to accept the proposal to be forwarded to the Vice President
for Finance and Administration (Mitch Robinson), the motion was seconded and all
approved.
4.
Updated Departmental Chairpersons Policy –
Houston
Davis distributed a draft of the revised departmental chairperson’s policy. It was noted that Section II, #5 should
clearly state the differences of directors and chairs. A motion was made to approve
this document, the motion was seconded, all approved.
This issue overlaps the proposal from Dr.
Hunt in item #6 below.
5. Research/Scholarship and Creative
Activities “Detailed” Report – Drs. Buttery, Diehr, Pinder, Hunt.
The
Research/Scholarship and Creative Activities “Detailed” Report was distributed. Dr. Pinder stated that this is a great time
to address this issue due to the TBR’s “Defining Our Future – Vision for
Excellence Retreat”.
Indirect
Costs Distribution - The Graduate deans
across the state are teaming up with the research at their universities. Dr. Pinder needs to have clear notion as to
how to collaborate with other TBR institutions.
Dr. Speck indicated that the 20% allocated to VPAA should be reallocated
to the deans. The Graduate office will
get 5% of each of the college allocations; each dean will get 20% of what is
received within their college. It was
noted that if the grant compensation will exceed the faculty member’s allowable
compensation, that the additional funds could be reallocated within the
department. A motion was made to amend the percentages of the grant allocations as
presented, the motion was seconded, all approved.
Jim
Diehr presented a recommendation to establish a pool of reassigned time at the
University level to encourage faculty involvement in research/scholarship and
creative efforts.
Diehr
asked if he should add a 7th item suggesting that once every 3 to 5
years the deans will reevaluate the university’s priorities. A
motion was made to accept the Reassigned Time Pool, the motion was seconded,
all approved.
These
proposals are approved for additional action of the deans and Dr. Speck to
discuss with the President and the Grants Manager (Ed Davis).
6.
Proposed Changes for
Instructional Responsibilities for Chairs/Directors - Gaines Hunt
Because
the directors of schools are on 12-month contracts, they should be deleted from
reassigned time. A motion was made to approve the proposed document. The motion was seconded, all approved. Dr. Speck will take this to the President
for approval.
Gaines Hunt’s recommendation has to do with the
Uniform Outline or Template for Faculty Handbook from the Faculty
Handbook. Each department is different. Hunt’s recommendation is to develop and
implement a University side template for the Promotion and Tenure Process at
APSU that includes appropriate emphasis on research/scholarship and creative
activities. The outline was distributed
to providing uniformity among all departments.
A motion was made that this
proposal be approved to be included in the faculty handbook for each department
to use as an outline. The motion was
seconded and approved. Hunt was asked
to make changes and provide at next deans and chairs meeting. Question:
how does the annual evaluation of post-tenure review fit with this? The department should itemize things that
they expect. Page 4 of the TBR Vision for Excellence document notes the Faculty
and Post Tenure Review Process.
Charles Pinder – Recommendation to expand recognition
and rewards for research/scholarship and creative activities at the department,
college and university levels. #1 –
connects with the areas identified by TBR , #2 –
There is a concern that these are not broad enough,
geared too much to sciences. It was
suggested that on #1 that the first sentence be revised to remove “that are
linked to one or more of the identified thematic areas for TBR institutions”
and to include next sentence, “Current areas of interest are:”. Gerald Beavers will present a proposal to
have central location to display award recipients next week. Academic Affairs will create a congratulatory
card for award recipients. A motion was made to accept Pinder’s
proposal as amended.
7.
Allocation of $5,000 for Faculty Recruitment of
Students – Bruce Speck
Dr. Speck requested from the deans how to uniformly distribute
the monies for recruitment of students.
8. Use
of Campus Property & Facilities, TBR 02:02:00, APSU 3:001 – Bruce Speck
Dr.
Speck alerted the council of the policy.
9. Proposal
for Geier Position Due Date Nov. 17 – Bruce Speck

Office Space for New Faculty – Bruce Speck
Dr. Speck
asked about office space that will be needed for new faculty in August. Each dean should
report their department needs for office space.
11.
Summer School Compensation – Bruce Speck
TLC’s will be computed the same for summer ‘05 as the
academic year. For example, the sciences
will get 5 teaching load credits for lab and course. Faculty cannot teach more than 8 teaching
load credits. There are no restrictions
on how many courses can be offered in the summer. This is from TBR, the Chancellor will not
make any exceptions as we were given last year.

Good news: the military will assist APSU in rebuilding
spaces.

summer and Fall I at FC, DSP will be offered as non-credit through Extended Education.

Dr. Buttery
suggested standardizing the time to administer student evaluations and not
doing them at different times. A motion was made to administer student
evaluations on the main campus the week after Thanksgiving. The motion was seconded. Two in favor, others opposed, the motion did
not pass. The current method and
time frame of administering the evaluations will continue.
