Tennessee Board of Regents Chancellor Charles Manning criticized Tennessee State University President James Hefner last week for awarding millions of dollars in scholarships without ensuring there was enough money to cover them. As a result, TSU is using taxpayer funds to cover scholarships that were intended to be funded by donations to the TSU Foundation. The TSU Foundations scholarship accounts are $2.6 million in the red. State auditors have been reviewing the foundations financial records since August, and Manning had the organizations funds frozen in late November.
